Stonehouse Library could be moved in an attempt to save it from closure.
The current venue on Elm Street has been described as 'no longer fit for purpose' and Gloucestershire County Council and Stonehouse Town Council want to move it.
Proposals to move the library into the Town Council building on the High Street have been revealed, and a public consultation launched.
The proposal states that the current building is 'damp, dark, and not cost effective to modernise' and 'no longer viable as a venue for the library'.
The library is currently open just 12 hours a week, the lowest of any county library. It is hoped the library could open longer in its new home, provided enough volunteers can be recruited.
Plans to move the library began back in 2017.
A survey has been produced to help the councils understand the impact of a change in venue.
